Global health spending is currently not framed or planned as a tool for easing pressure on the NHS. Commit to strengthening health systems and disease prevention capacity in key partner countries so that threats are stopped at source, not managed in UK hospitals.

While UKHSA's mandate does mention international engagement and overseas deployment, global health is positioned as a secondary function supporting WHO obligations rather than as a core pillar of UK health security. Global health surveillance, outbreak preparedness, and infectious disease prevention should be integrated into UKHSA's mandate and formal NHS planning cycles.

Global health R&D funding currently flows through FCDO aid channels rather than DSIT or UKRI innovation budgets.
